Member States of CIGEPS and and members of its Permanent Consultative Council have decided to support the draft declaration for MINEPS V. At an Extraordinary Session of the Intergovernmental Committee for Physical Education and Sport in Baku, Azerbaijan, from 13 until 15 March 2013, the participating members were informed about the preparations of the 5th International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport and they discussed the draft declaration of the conference. Detlef Dumon, Executive Director of ICSSPE, concluded that "the meeting was very productive, as member states after thorough review process, have now agreed to support the draft declaration, which will be delivered to UNESCO Member States in early April." He considered the support as "reinforcement of the hand work that experts have spent over the last six months to develop high quality recommendations."

The Intergovernmental Committee for Physical Education and Sport was established in 1978 to promote the role and value of sport and its inclusion in public policy.  It is composed  of expert representatives in the field of physical education and sport from 18 UNESCO Member States, each selected for a four year term.  The Permanent Consultative Council  (PCC), comprising key sport federations, UN agencies and NGOS provides technical support and advice to the committee.
