Attempts had been made to manipulate 380 professional football matches including FIFA World Cup and UEFA European Championship qualification matches and two UEFA Champions League matches. Moreover Europol identified 300 suspicious matches in Africa, Asia, South and Central America. The statement was released by Europol on 4 February 2013 with regard to its investigations into match fixing and the significant scale of activities of a network involving a total of 425 officials, referees, athletes, coaches and criminals from more than 15 countries.

Against this background the 5th International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport covers the immensely important issues of match fixing, doping and corruption in sport. Entitled “Preserving the Integrity of Sport” one section will provide ministers, senior government officials from all UNESCO Member States as well as representatives from non-governmental organizations with the opportunity of debating, facilitating exchange and negotiating possible law enforcement and regulatory measures against the detrimental impacts caused by corruption, manipulation and match fixing. In addition to the key themes “Access to Sport as a Fundamental Right for All” and “Promoting Investment in Sport and Physical Education Programmes” the third theme draws attention to the values of sport and the fight against match fixing, doping and corruption.
